"Military shortcuts" will lead conflict-wracked Libia "to the abyss" and the country's warring factions will seize the chance for peace offered by a United Nations action plan, Italy's foreign minister Angelino Alfano said on Thursday.

"Military short-cuts are deceptive and lead to the abyss: Libya represents a central challenge to security and stability in the Mediterranean," Alfano said at the Mediterranean Dialogues summit in Rome.

"I am sure that the Libyans will seize the chance for peace offered by the UN action plan. Otherwise we will all pay for the consequences - first and foremost the Libyans," Alfano said.

Alfano said he hope a clear message would emerge from the three-day summit that even the most complex crises can be resolved with dialogue and political mediation.

Heads of state and government from 45 countries, and business leaders and representatives of international organisations from 56 are attending the summit taking place from Thursday to Saturday.

Turmoil-wracked Libya is on the agenda at the summit, whose focus is on security, the fight against terrorism, migration, and energy and trade policy in the Mediterranean region.
