EU-Turkey migrant plan worries UN

The United Nations on Tuesday questioned a plan to return all migrants arriving in Greece from Turkey in exchange for resettling within the European Union one Syrian already in Turkey for every Syrian sent back.

"We are concerned with some aspects of the proposal," the UN refugee agency UNHCR said in a statement.

"On the face of what appears to have been agreed, we are concerned about any arrangement that involves the blanket return of all individuals from one country to another without sufficiently spelt out refugee protection safeguards in keeping with international obligations."

UNHCR said details of safeguards to protect migrants seeking to claim asylum should be made clear before the EU leaders met again to finalise the deal on 17-18 March.

Turkey, which hosts close to 3 million refugees and has recently allowed Syrian refugees to work, is making an "enormous contribution" but "struggles" to provide for all their basic needs, UNHCR said.

"We welcome the EU's financial contribution to support Turkey and the refugee communities in Turkey," UNHCR said.

Under the proposals unveiled at Monday's EU-Turkey summit in Brussels, Turkey would also get extra funding and progress on EU integration, as well visa-free travel to the bloc for its citizens by June.

UNHCR also welcomed any initiative to re-settle refugees from the region in other countries and to keep families together, noting that Europe has so far committed to re-settling just 20,000 refugees over two years on a voluntary basis.

"Europe's resettlement commitments remain however, very low compared to the needs" UNHCR stated.

UNHCR chief Filippo Grandi is calling for 10 percent of the Syrian refugees in neighbouring countries to be resettled around the world over the next three years and expects pledges to be made at a March 30 conference in Geneva.

On Friday, UNHCR proposed a six-point plan to European Union heads of state to resolve the migrant crisis, warning the situation was quickly deteriorating in Greece where some 30,000 refugees are stranded.

The proposal includes setting up EU centres in each state to register people and distribute them under an agreed system.
