"Every possible effort" must be made to include all sectors of Libyan society as well as international players in efforts to end the crisis gripping the North African country, Italy's premier Giuseppe Conte and Libya's UN-backed prime minister Fayez al-Serraj said on Friday.

"Conte and Sarraj underlined the need to make every possible effort to involve local and international actors who want a positive outcome to the situation in Libya," Conte's office said in a statement after he held talks in Rome with Sarraj.

"This is in the interests of Libya's people and its institutions," the statement added.

Conte's more than two hour meeting with Sarraj was part of preparations for an international conference on stabilising Libya that is taking place in Palermo, Sicily, on 12-13 November.

During the meeting, Sarraj reconfirmed his intention attend the Palermo meeting, Conte's office stated.

Conte and Sarraj also stressed the importance of "ensuring Libyans' security and economic development, as well as strengthening the political and constitutional framework as the foundation of an orderly political process based on the UN action plan," the statement said.

The action plan unveiled by UN special envoy to Libya Ghassan Salame in September 2017 includes holding presidential and parliamentary elections before the end of this year, but Salame has since said that current conditions may not allow free, fair and peaceful elections this year - a view shared by Italy.

Libya has been in turmoil since the Nato-backed ouster of late dictator Muammar Gaddafi in 2011, with rival administrations in Tripoli and the east of the country and a myriad of armed groups vying for power.
