Italy will name a new envoy for climate next month, foreign minister Luigi Di Maio said Monday as a new UN report warned that time is fast running out to cut global reliance on fossil fuels and avoid catastrophic, extreme weather events.

"The new UN report paints an alarming picture....with the prospect of catastrophic events like flooding....we must respond effectively without delay," Di Maio wrote on Facebook.

"For this reason, we have decided to give Italy a strategic figure in this field - a special envoy for climate, like the US, UK, France and Germany have done," the post added.

The new envoy will represent Italy in all international negotiations and follow these climate talks, Di Maio underlined.

"The next step is the envoy's nomination, which will happen in September," Di Maio wrote.

"The future of our planet and that of our children is at stake."

The world has warmed 1.1 degrees Celsius above pre-industrial levels, and is now rapidly heading towards the critical 1.5 degrees threshold, the UN Intergovernmental Panel on Climate Change report warns

Dangerous climate change is already here, requiring deep cuts to greenhouse gas emissions and carbon dioxide removal from the atmosphere to avoid exceeding 1.5 degrees of warming, the report says.

The report comes ahead of the UN's COP26 climate change talks in Glasgow in November, when world leaders are expected to boost their commitments to slashing greenhouse gas emissions.
