Italy's centre-left prime minister Paolo Gentiloni was on Friday due to attend a meeting of European Socialist leaders at the Italian delegation headquarters in Brussels during the European Council summit.
Slovakian premier Robert Fico and Czech and Portughese counterparts Bohuslav Sobotka and Antonio Costa, as well as Malta's prime minister Joseph Muscat and Austrian and Swedish premiers Christian Kern and Stefan Lofven were due to attend the meeting, well-placed sources said.
The Brussels summit of European leaders began on Thursday and ends on Friday.
Gentiloni is a member of Italy's ruling Democratic Party.
